In collaboration with the Faux Group and Kittleson and Associates, Seth Harry and Associates was tasked with producing an overall vision and master plan for the long-term retrofit of a major suburban highway and surrounding neighborhoods in Baltimore County, MD. The challenge was to transform the auto and truck dominated corridor into an integrated network of walkable, mixed-use, transit supportive neighborhoods, while still accommodating anticipated regional transportation demands.
The team produced a incremental implementation strategy that worked with existing land-use and ownership patterns to create a new street network which worked to improve connectivity and access, reduce congestion, and create enabling value through enhanced development potential.
As individual sites redevelop, a form-based code would encourage buildings to be brought up to the street, and under-utilized industrial sites and big-box retailers to infill surface parking lots with new mixed-use fabric in the form of streets and blocks.
